Job Summary

Reporting to the Senior Environmental and Sustainability Advisor, the Environmental Manager will be responsible for assisting the SHEQ Senior Management Team and Plant Manager in all aspects of environmental compliance duties by providing professional advice in the development, implementation and monitoring of policies and procedures. The jobholder will maintain a compliance register (including legislation, UK Government policy and Local Authority requirements) and liaise with third parties regarding compliance with project and other requirements. 

Essential Duties and Responsibilities

  • Manage compliance of the Environmental Management System, including but not limited to conducting internal audits, external facility audits, developing and reviewing policies, procedures and supporting documentation.
  • Ensure ISO accreditation is achieved and maintained.
  • Manage the delivery and reporting of the environmental monitoring programme for the Waste to Energy facility, ensuring all regulatory and management reports are produced as required under the Environmental Permit and other regulatory reporting requirements.
  • Prepares site monthly, quarterly, and annual Environmental / Environmental, Social and Corporate Governance (ESG) and KPI reporting to the SHEQ Senior Management team ensuring all targets are recorded, monitored, and achieved within regulated timescales.
  • Responsible for the compliance of all permit application specifications, including landscape and biodiversity management plans.
  • Ensure that all sampling and monitoring is conducted in accordance with the Environmental Permit, planning and discharge consents. This will include but is not limited to; IBA, APCr, noise, odour, dust, bioaerosols, vibration, soil, vegetation, ecology and waters (e.g., borehole, boiler, steam, surface or drainage).
  • Monitors actions arising from any risk assessments and ensures improvement in those areas of non-compliance.
  • Ensures all statutory inspections and examinations are carried out on time and in accordance with required standards and codes of practice. Maintains records for all statutory inspections, licenses and consents.
  • Provides advice and guidance on statutory compliance issues and to keep abreast of forthcoming and proposed legislative changes and assist management with any actions necessary to comply with statutory requirement changes.
  • Produce, manage and continually review the environmental and compliance matrix for the Waste to Energy facility.
  • Responsible for ensuring all environmental regulatory requirements and monitoring routines for the Waste to energy facility are met, which will include but is not limited to; ESA protocol for IBA, QAL2, QAL3 & AST for CEMS, extractive monitoring and water discharges off site.
  • Manage specialist contractors and advise Operations Staff to ensure regular monitoring of the boiler water and steam chemistry to ensure optimum corrosion performance.
  • Liaise with and manage third-party contractors, as required, for the delivery of the environmental monitoring programme (e.g., pest control, stack emission testing, etc).
  • Lead on regulatory authority issues, by providing regulatory correspondence, data, reports and other compliance related information.
  • Participate in local community liaison groups where required.
  • Work collaboratively as one team with the SHEQ division, Operations and Maintenance teams to ensure that the monitoring infrastructure is maintained in good order and that issues affecting environmental compliance are resolved promptly.
  • Take ownership of the monitoring and reporting of any environment or maintenance activity that impacts upon plant availability and reliability to the SHEQ and site Management team.
  • Generate contract scope of works for environmental related service contracts and contribute to contract performance reviews with procurement and management staff.
  • Manage the ESG related projects as appropriate.
  • Use the Company Computerised Maintenance Management System (CMMS) in accordance with company standards and procedures.
  • Review and analyse emissions data daily to identify trends and any potential defects within the plant.
  • Complete duty of care routine checks, site inspections and audits to ensure the Waste to energy facility meets its statutory obligations.
  • Completes the Corporate and Plant Training Programs within the timeframe prescribed.
  • Takes ownership of the process to develop and deliver effective training and emergency preparedness plans for all site teams to ensure awareness, competency and compliance.
  • Travel as required to other company locations and our partner/supplier sites.

Qualifications & Experience

  • Ideally BSc or equivalent, preferably in an Environmental subject, or extensive experience gained in a regulatory / supervisory role.
  • Degree educated in a relevant science subject or equivalent (preferably Environmental or Chemistry based).
  • Knowledge of boiler water chemistry and treatment regimes is desirable.
  • Previous experience as an Environmental Officer (or similar), preferably in the waste, environmental or power generation industry.
  • Professional memberships and certifications (or working towards them) from professional bodies such as CIWM, WAMITAB or IEMA.
  • IOSH Managing Safely general certificate or similar qualification required as a minimum.
  • Experience with computerised emissions monitoring and reporting systems.
  • High level of competence in all Microsoft software (excel, PowerPoint, word, diary management, Visio).
  • Knowledge of BS EN: 14181 and BS EN: 15267 relating to air emissions testing and CEMS.
  • Practical knowledge of waste treatment, recycling and disposal operations.
  • Practical knowledge of Environmental Permitting regime and legislation.
  • Knowledge of Environmental Management Systems, ISO14001:2015 and ISO50001.
  • Knowledge of the regulatory framework (WM3) controlling the waste management industry.
  • Working knowledge of the health, safety and environmental impacts of waste management.
  • Practical experience of the interpretation and reporting of environmental data.

Work Environment

The normal environment for this role is an operational WtE facility.   • May be required to work on an emergency basis, that may include weekends and public holidays, to ensure the continuous 24/7 operation of the plant.
  • Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc).
  • Required to exert physical effort in handling objects of size and weight, relevant to the job role.
  • Exposure to physical occupational risks (such as cuts, burns, exposure to toxic chemicals, hazardous waste etc) and must be capable of assessing these risks and applying suitable preventative measures to prevent injury.
  • Exposure to a physical environment which involves but not limited to: working from height, unlevel surfaces, dirt, odours, noise, weather extremes and other similar elements.
